NAMD Supports CMS Rescinding Fee-For-Service Access Monitoring Rule

On September 13, 2019 NAMD, submitted comments to the Centers for Medicare and Medicaid Services (CMS) supporting their proposal to rescind the Medicaid fee-for-service access monitoring rule.

In December 2015, CMS issued a final rule implementing their access monitoring framework for fee-for-service Medicaid programs. NAMD had a number of concerns about the monitoring rule, as it would be unnecessarily burdensome for states and may fail to holistically and accurately measure member access. In this letter, NAMD expressed support for CMS’ new proposal to rescind the fee-for-service access rule and outlined principles for an alternative framework for measuring access.
