Patient data related to substance use disorder (SUD) is subject to a number of privacy regulations, including 42 CFR Part 2 and HIPAA. Although these regulations were intended to protect patient privacy, they have greatly restricted the ability of providers to deliver integrated and coordinated care. In this letter, NAMD recommended that SAMHSA more closely align Part 2 rules with HIPAA to help ensure that individuals with SUD receive effective, evidence-based treatment and integrated care coordination.
