Program Administration
Eligibility and Enrollment
States and territories are required to cover specific groups of people according to federal law including low-income families, qualified pregnant women and children, and people receiving Supplemental Security Income (SSI). States can also choose to cover additional groups, such as people receiving home and community-based services and foster children who don’t qualify through other means. Medicaid agencies are focused on improving their eligibility and enrollment processes so that eligible people can access the health care they need.
