NAMD supports the rule’s aim of improving quality and safety in long-term care facilities. However, the proposed minimum staffing standards may have unintended consequences on Medicaid-funded home and community-based services, given existing workforce shortages. Medicaid Directors also note specific technical and operational concerns with the proposed institutional payment reporting requirements.
