Hailey Gutzmer joined NAMD in November 2025. As a Senior Policy Analyst, Hailey supports NAMD’s state-to-state learning programming efforts through managing programming for Medicaid leaders, conducting research and analysis on emerging policy issues, developing written resources, and supporting NAMD’s partnerships with other national organizations.
Prior to joining NAMD, Hailey worked for the Centers for Medicare & Medicaid Services in the Office of Communications, where she led stakeholder engagement and outreach for the agency’s Medicaid-related initiatives. She also worked in North Carolina to help advance efforts to close the health insurance coverage gap in the state.
Hailey holds a Master of Public Health from the University of North Carolina at Chapel Hill and a Bachelor of Science in Health Sciences from James Madison University. Outside of work, she enjoys working on arts and crafts projects and exploring walking trails with her dog.
