Gary Smith, U.S. Virgin Islands

U.S. Territories Representative

Gary has served as the Medicaid Director for the Department of Human Services, Government of the Virgin Islands, for eight years. In April of 2025, he began his third two-year term representing the five U.S. Territories as the Territory Representative on the National Association of Medicaid Directors (NAMD) Board. He is also a 2020 fellow of the Medicaid Leadership Institute.

In his current role, Gary has been successful in the implementation of the Transformed Medicaid Statistical Information System (TMSIS), continued improvement of the CMS certified Medicaid Management Information System (MMIS), and in collaboration with the Virgin Islands Department of Justice, established a Medicaid Fraud Control Unit (MFCU).  The Virgin Islands Medicaid Program successfully hosted the first ever, US Territories Medicaid Enterprise Systems Summit, in August 2024.  This event brought together the five US Territories, federal partners, to include CMS, NAMD, DOI, ASTHO, Bryn Roach Administration, members of the 35th Legislature, and other stakeholders and partners, to discuss the successes, challenges, and issues facing territory Medicaid Programs.    Gary also managed the Ryan White Part B/ADAP and the HIV Prevention programs for the Virgin Islands Department of Health; brought the program into compliance and implemented the drug rebate and 340B discount programs.Gary has in excess of 30 years experience in sales, marketing, insurance brokerage, and the healthcare  industry, which included 10 years with the Aon Corporation as the Managing Director of the branch office in the Virgin Islands.  Gary is a strong believer in employee participation and input to decision making in the workplace and uses his positive attitude and tireless energy to encourage others to work hard and succeed.  Developing strong relationships is the foundation of everything he does, both professionally and personally.
