Lacy Adams
Senior Policy Analyst
Lacy Adams joined NAMD in October 2025. In this role, she supports NAMD’s federal policy efforts, including leading formal comment development, keeping Medicaid leaders informed of federal policy changes, and managing workgroups between Medicaid agencies and federal partners.
Before joining NAMD, Lacy worked with state-based associations and organizations to improve coordination between Medicaid and criminal justice systems, strengthen behavioral health services, and advance other public health priorities. She also gained experience interning on Capitol Hill.
Lacy holds a Master of Public Health in Population Health Sciences from the University of Michigan and a Bachelor of Science in Healthcare Management and Policy from Indiana University. Outside of work, she enjoys gardening, reading, water aerobics, and spending time with her dog.
