States and the federal government have prioritized rebalancing the long-term care continuum to provide more home and community-based services (HCBS) as an alternative to institutional care. In March 2021, members of Congress released a draft discussion bill, the Home and Community-Based Services Access Act, that aims to increase access to HCBS.
On behalf of the state Medicaid directors, NAMD sent a letter to Senators Hassan, Brown, and Casey and Representative Dingell with comments on the Act. In this letter, NAMD outlined a set of core principles for advancing HCBS, along with specific policy recommendations to expand access to HCBS in a way that is sustainable, person-centered, and operationally feasible for states.
