Stephanie Stephens serves as chief of Medicaid and CHIP Services and as the state Medicaid director for the Texas Health and Human Services Commission. She provides strategic direction and oversight for Medicaid and the Children’s Health Insurance Program (CHIP), serving millions of Texans.
Stephens previously served as Texas state Medicaid director from 2020 to 2023. She joined HHSC in 2008 as a Medicaid and CHIP policy analyst and held several leadership roles, including deputy state Medicaid director, policy director in eligibility services, and senior policy advisor.
Stephens recently led a consulting practice focused on health and human services strategy and policy.
Stephens has a bachelor’s degree in psychology from The University of Texas at Austin and a Master of Social Work from the University of California, Berkeley.
