Roberta is a seasoned public-sector finance and operations executive with more than 18 years of experience strengthening Arizona’s state agencies through strategic leadership, operational transformation, and disciplined financial management.
Roberta currently serves as the Interim Director of the Arizona Health Care Cost Containment System (AHCCCS), following her tenure as Deputy Director & Chief Operating Officer, a role she assumed in November 2025. In these executive capacities, she oversees enterprise-wide operations and leads cross-functional initiatives that drive agency performance, member experience, and organizational effectiveness. Her leadership is grounded in transparency, collaboration, and a deep commitment to public service – qualities consistently recognized by colleagues and agency leadership.
Before joining AHCCCS, Roberta established a distinguished 17‑year career with the Arizona Department of Economic Security (DES), beginning as a Financial Analyst in 2007 and ultimately serving as Chief Financial Officer from 2020 to 2024. As CFO, she created the Division of Financial Operations, unifying financial, accounting, and procurement functions to better support a multi‑billion‑dollar state agency. Her work at DES reflects a longstanding ability to manage complex budgets, modernize systems, and guide teams through major organizational change.
Roberta holds a Bachelor’s degree in Economics from the University of Arizona and a Public Leadership Credential from the Harvard Kennedy School.
