Melissa Miller

Melissa Miller has served in state government healthcare roles throughout her career, most recently as Chief of Policy and Provider Regulation at the Oklahoma Department of Mental Health and Substance Abuse Services. In this role she worked closely with the Oklahoma Health Care Authority to implement significant policy changes for behavioral health services within the SoonerCare program and was instrumental in the development of Oklahoma’s demonstration waiver for serious mental illness and substance use disorder.

Prior to her work with the Department, Melissa served as a Deputy Director at the Oklahoma State Department of Health providing management of high-priority policy and health initiatives. Melissa also worked at the Center for Learning and Leadership, Oklahoma’s University Center for Excellence in Developmental Disabilities, where she managed grants and programs focused on services and supports for individuals with disabilities and their families. Melissa has a bachelor’s degree in social work from Anderson University and a master’s degree in social work from the University of Oklahoma.
