Kristin serves as the Rhode Island Medicaid Program Director within the Rhode Island Executive Office of Health and Human Services (EOHHS), bringing more than twenty-five years of healthcare leadership experience to the role. She plays a critical role in advancing the strategic direction of the Rhode Island Medicaid Program, ensuring that services are high-quality, fiscally responsible, compliant with regulatory requirements, and responsive to the needs of Rhode Island’s communities.
Kristin is a recognized leader in healthcare delivery system transformation, procurement, and contract management, with deep expertise in the integration and coordination of publicly financed healthcare services across state agencies. She is responsible for Medicaid policy development and implementation, overseeing the interpretation and operationalization of complex state and federal regulations, waivers, and legislative changes. Her role includes ensuring robust program oversight, compliance monitoring, and governance structures that support transparency, accountability, and continuous improvement.
Through proactive engagement with Medicaid stakeholders—including providers, managed care organizations, state partners, and advocacy groups—Kristin leads comprehensive program reviews and performance assessments. She provides informed, data-driven recommendations that guide both short- and long-term strategic planning, strengthen program integrity, and enhance service delivery outcomes. Her work emphasizes risk management, contract compliance, and adherence to federal Centers for Medicare & Medicaid Services (CMS) requirements.
A strong advocate for vulnerable populations, Kristin ensures that the Medicaid Program operates in full compliance with federal and state requirements, while remaining within established budget parameters. She is committed to maintaining the highest standards of evidence-based care, program integrity, and fiscal stewardship. Outside of her professional responsibilities, Kristin values her family life. She is married to Richard, a dedicated schoolteacher in Central Falls, and together they share a son, Benjamin, who is currently a student at the University of Notre Dame. Their family also includes three beloved dogs—Bruin, Finley, and Humphrey. In her personal time, Kristin enjoys traveling, reading, and supporting her favorite Boston sports teams.
