Julie Ewing

Julie Ewing started as the Utah Medicaid Director, Director of the Division of Integrated Health Care on December 8, 2025. Prior to joining the Utah Department of Health and Human services, she was the Director of Compliance for the University of Utah Health Plans. As the Compliance Director, Julie was responsible for ensuring the University of Utah Health Plans was operating in compliance with state and federal law. She also oversaw the Health Plan’s Special Investigations Unit which monitored suspected Fraud, Waste, and Abuse. Additionally, Julie acted as the product owner for the Health Plan’s Medicaid products. She is very passionate about the topic of healthcare financing, especially as it relates to behavioral health.

Julie graduated from the University of Utah’s S.J. Quinney College of Law, and is a licensed attorney in the state of Utah. Julie worked at the Utah Attorney General’s Office for ten years. As an Assistant Attorney General, Julie represented various state agencies including the University of Utah Hospitals and Clinics, the Utah Labor Commission, and the Office of State Debt Collection. Julie previously spent six years at Utah Medicaid, culminating in her role as the Director of the Bureau of Managed Health Care. During her time with Utah Medicaid, Julie helped implement the Medicaid ACO program, and oversaw the Medicaid and CHIP managed care programs.

Outside of work, Julie enjoys reading, backpacking, traveling, and playing ice hockey.
