Jesse really loves Medicaid, M-CHIP, Medication Donation, and the team of state employees in the Department of Health that tirelessly deliver these programs each day. He is in awe and proud of the volume and quality of work that this small and mighty team of just over 100 people can produce each and every year. His driving force has always been the health and well-being of Wyoming citizens and the Medicaid providers that support them.

Jesse is a hands-on leader, project champion, business architect, and problem fixer for one of the largest and most complex technology and business transformations in Wyoming state history, called the Wyoming Integrated Next Generation System, or WINGS. He successfully led multiple project teams, while training, coaching, and empowering a new wave of leaders and managers. His team created a framework of coaching, trust, and empowerment so that others can succeed and bring their own ideas and passion. Wyoming is often referred to as a leader nationally in Medicaid technology.

Jesse has deep Medicaid financial and budget experience, with a leading role in the budget for thirteen years. He helped write the Medicaid Reform Studies in 2012- 2013, and led the implementation of the legislation in 2013-2014. Coordinated multiple public input processes with a large number of healthcare providers on how to best implement each portion of Wyoming Senate File 60 (2013).

Jesse Springer previously served in the Interim State Medicaid Agent and Deputy Director roles before being appointed as the State Medicaid Agent in November 2025.

Jesse has a Master’s in Public Administration and Bachelor’s of Science in Business Administration, both from the University of North Carolina-Chapel Hill.  He is a graduate of the Medicaid Pathways Program Class of 2024, and was recognized as a “30 under 40” in 2022 by Wyoming Business Report.
