Cindy Bradshaw is Executive Director of the Mississippi Division of Medicaid (DOM). She was appointed by Governor Tate Reeves in October 2024.

As Executive Director, Bradshaw manages a team of more than 900 employees and is focused on ensuring long-term sustainability for the Division of Medicaid, as well as enhancing operational excellence and delivering a good customer experience for Medicaid members, applicants, and their caregivers.

Bradshaw has a distinguished record of service in health plan operations for the public and private sectors. Her previous experience includes serving as the State Insurance Administrator and Executive Deputy Director of the Department of Finance and Administration, where she oversaw a billion-dollar annual portfolio that includes the 200,000-member State and School Employees’ Life and Health Insurance Plan, the State Agencies Self-Insured Worker’s Compensation Trust, the Tort Claims Board, and State Property Insurance.

Prior to entering the public sector, Bradshaw spent nearly 15 years with Blue Cross Blue Shield of Mississippi, where she managed customer service and service support for the Children’s Health Insurance Program and the State Health Plan accounts. She also worked with UnitedHealth Group, where supporting early MississippiCAN operations by recruiting providers for the network, elevating claim processing quality, and developing external education programs. Bradshaw joined DOM in April 2023 as Deputy Executive Director of Eligibility.
