Carlos A. Santiago Rosario, Esq., is an attorney and healthcare administrator with over 20 years of experience in the health sector, combining a strong academic foundation with a distinguished career in hospital management and health law.
A native of Salinas and a proud product of Puerto Rico’s public school system, he has devoted more than two decades to strengthening the healthcare system in both Puerto Rico and the United States. He has held leadership positions in prominent institutions such as Metro Pavía Health System, Auxilio Mutuo Hospital, Sanita’s USA, and Triple-S, where he contributed to the development of care models, regulatory compliance, and operational efficiency.
Mr. Santiago Rosario holds a Master of Laws (LL.M.) in Health Law from Loyola University Chicago, and a Master’s degree in Health Services Administration from the University of Puerto Rico Medical Sciences Campus. He is licensed to practice law in Puerto Rico and Florida and is a Fellow of the American College of Healthcare Executives (FACHE). He also served as President of the Puerto Rico Hospital Association, demonstrating his commitment to institutional development and advocacy for the hospital sector.
On July 22, 2025, he officially assumed the role of Executive Director of the Puerto Rico Health Insurance Administration (ASES). Subsequently, on September 30, 2025, he was appointed Director of the Puerto Rico Medicaid Program by the Secretary of Health, Dr. Víctor M. Ramos Otero, and was recommended and endorsed by the Hon. Governor Jenniffer González Colón, who recognized his leadership, experience, and dedication to public health.
His appointment marks a new chapter of institutional strengthening, guided by strategic vision, social sensitivity, and deep knowledge of the healthcare system. Mr. Santiago Rosario has proven to be a public servant of integrity, with a true vocation for service and the ability to lead with resolve and empathy through the challenges facing Puerto Rico’s health system.
His story is a testament to how commitment, preparation, and service can transform institutions and impact lives. Under his leadership, ASES and the Medicaid Program continue to move toward a more equitable, efficient, and people-centered model of care.
