Adela Flores-Brennan serves as the Medicaid Director and Director of the Health Policy Office at the Colorado Department of Health Care Policy and Financing (HCPF). In her role, she helps shape how health coverage works for Coloradans overseeing Medicaid fee-for-service benefits, guiding policy for children and family health programs, and leading the Child Health Plan Plus (CHP+) program.
Adela brings more than 25 years of experience dedicated to improving access to care and strengthening communities. A longtime nonprofit leader and policy advocate, she is known for bringing people together to tackle complex challenges, from implementing the Affordable Care Act to addressing issues of affordability and access across the health care system.
Her work spans coalition building, policy development, strategic planning, and program leadership. Whether managing large-scale initiatives or supporting teams, Adela is driven by a commitment to making health care more equitable and effective for the people it serves.
Before stepping into her current role, Adela served as HCPF’s Interim Benefits Division Director and Deputy Chief Administrative Officer, where she helped lead critical operational and policy efforts for the department.
Adela earned her Juris Doctor from the University of Colorado Boulder and holds both a Master of Arts and a Bachelor of Arts in International Studies from the University of Denver.
