NAMD Comments on Proposed Exceptions to “Four Walls” Policy and Changes to Medicare Reentry Policy

On September 9, 2024, NAMD formally commented on CMS’s proposed rule, Medicare and Medicaid Programs: Hospital Outpatient Prospective Payment and Ambulatory Surgical Center Payment Systems.

In the rule, CMS proposed new exceptions to the “four walls” requirement for Medicaid clinic services. NAMD is supportive of these proposed exceptions, which would help increase access to care for Tribal members, individuals living in rural communities, and individuals with mental health or substance use conditions. CMS also proposed changes to streamline Medicare coverage for individuals reentering from incarceration. NAMD also supports these changes, which would better align Medicare policy with Medicaid agencies’ efforts to improve outcomes during reentry.
