Dr. Fatmata Williams is a naturalized U.S. citizen and proud immigrant from Sierra Leone, West Africa, with 28 years of nursing experience spanning diverse clinical, administrative, and policy roles. She holds a Bachelor of Science in Nursing from Our Lady of the Elms College in Chicopee, MA; a Master of Public Health from Southern Connecticut State University; and both a Master of Science in Nursing and a Doctor of Nursing Practice (DNP) from the University of Saint Joseph in West Hartford, CT. Dr. Williams is also a board-certified Psychiatric Advanced Practice Registered Nurse (APRN) licensed in both Connecticut and Massachusetts.
Her clinical background includes home care (both medical and psychiatric), operating room nursing, long-term care, medical-surgical, orthopedic, and inpatient psychiatric care. For over two decades, Dr. Williams has served within Connecticut’s Medicaid program in progressively advanced roles including utilization review nurse, nurse consultant, and supervising nurse consultant. In her previous position as Director of Medical Administration, she oversaw the state’s major administrative services contracts for medical, behavioral health, dental, and non-emergency medical transportation.
Currently, Dr. Williams serves as Interim Medicaid Director for the State of Connecticut. In this role, she provides strategic leadership and operational oversight across all aspects of the Medicaid program. Her responsibilities include policy development and implementation, budget and financial management, stakeholder engagement, team leadership, data-driven quality improvement, and the advancement of health equity and innovation. She is a key liaison to federal agencies, legislators, providers, advocates, and community partners, navigating challenges such as public health emergencies, system reforms, and federal policy changes with resilience and adaptive leadership.
A passionate advocate for maternal health equity, Dr. Williams co-authored the design of Connecticut’s Medicaid Maternity Payment Bundle, launched in January 2025. The initiative aims to reduce racial and ethnic disparities in maternal and birth outcomes by 50% by 2027 and eliminate them entirely by 2032.
In addition to her professional commitments, Dr. Williams serves as a board member for WIN-TV. She enjoys writing and maintains a personal blog at www.fatmataturaywilliams.com. Her personal interests include cooking, reading, traveling, and dancing. She lives in Bloomfield, Connecticut, with her husband and their two sons.
