State Medicaid programs across the country are preparing for the end of the public health emergency’s continuous coverage requirement, which could impact the Medicaid and CHIP coverage of up to 16 million people and could happen as early as mid-July. This webinar will give participants an inside look at potential impacts, what Medicaid leaders are doing to prepare, and what they need from partners to succeed.

Jacey Cooper

Medicaid Director & Chief Deputy Director of Health Care Programs @California Department of Health Care Services

Governor Gavin Newsom appointed Jacey Cooper as Chief Deputy Director for Health Care Programs and State Medicaid Director at the Department of Health Care Services (DHCS) effective January 31, 2020. Ms. Cooper is responsible for the overall leadership of Health Care Benefits and Eligibility, Health Care Delivery Systems, Health Care Financing, Behavioral Health, and Legislative and Governmental Affairs. As State Medicaid Director, Ms. Cooper represents California’s Medicaid program (Medi-Cal) with federal partners at the Centers for Medicare & Medicaid Services.

 

Elizabeth Matney

Medicaid Director @Iowa Department of Human Services

Elizabeth Matney serves as the Director of Iowa Medicaid. Elizabeth oversees Iowa’s $6 billion Medicaid program, which serves more than 700,000 Iowans each year. She most recently served as health policy advisor for Governor Kim Reynolds, where she worked closely with DHS and the Iowa Department of Public Health on a broad range of critical issues. She holds a master’s degree in Rehabilitation Counseling from Drake University and a bachelor’s degree in Psychology and Philosophy from Texas State University. Her previous experience includes serving as Medicaid managed care director, Medicaid quality assurance director and her early experience includes direct care as a Medicaid provider and work at a women’s shelter.

 

Dave Richard

Deputy Secretary for NC Medicaid @NC Medicaid Division of Health Benefits

Dave Richard is the Deputy Secretary for NC Medicaid, where he leads North Carolina’s $14 billion Medicaid and NC Health Choice programs for DHHS. Richard’s vision for Medicaid is to ensure a sustainable, person-centered and innovative Medicaid program for more than 2 million North Carolinians who use Medicaid. As the programs undergo transformation to even better fit the needs of the state’s residents, he is committed to improving the health and well-being of all residents by working closely with Medicaid stakeholders. Prior to leading Medicaid, Richard was the Deputy Secretary for DHHS Behavioral Health and Developmental Disability Services and the State Operated Healthcare Facilities divisions. He joined DHHS in May 2013 as the Director of the Division of Mental Health, Intellectual and Developmental Disabilities and Substance Abuse Services.

 

Lindsey Browning

Director of Medicaid Programming @National Association of Medicaid Directors

Lindsey Browning joined the National Association of Medicaid Directors in May 2014. In her role as program director, she leads various grant-funded projects to support Medicaid Directors and their senior staff in navigating the Medicaid program’s most pressing policy issues. These projects focus on issues ranging from delivery system and payment reform to behavioral health integration and Medicaid managed care.
